The construction at the south end of 31R, A, Y & Z is scheduled to be completed on Wednesday, Sep. 25. The focus will then move to the north end of 31R and E. The old 13 runup area and E will be closed from 9/26 to 10/17. During this time, 13L/31R and taxiway Y will remain closed but Z will be open through A.

The plan to complete project Phase 2 and Phase 4 has changed. Starting at 7:00 a.m. Thursday, August 1, and continuing through Friday August 2, runway 13L/31R may be closed for the day. It will open in the evenings and be open for the weekend. Starting at 7:00 a.m. on Monday, August 5, runway 13L/31R will be closed for the scheduled duration of Phase 2 (about 1 month). During this time, there will be NO NIGHTTIME OPERATIONS on either runway between the hours of 2100 and 0700 as the lighted runway will be closed.
The need for the previously reported night work has been eliminated due to technical concerns with some of the work that needs to be accomplished. We now expect all work to be completed during the day.
Below is a map showing the expected sequence of runway and cross-taxiway closures for the initial part of Phase 2. The map is intended to provided you with an idea of what access to runway 13R/31L will be. Please remember that the dates listed on the map are subject to change. Due to the limited runway access the capacity of runway 13L/31R can be diminished to 30 operations an hour or less depending upon aircraft activity level. You should not expect to complete pattern work at RHV. Keep this and the nighttime closure in mind when you are planning your flights.
RHV tenants that need to fly during the nighttime closure or need to have greater runway access should coordinate a temporary move of their aircraft to San Martin Airport. The move can be 1 day, for the entire project duration, or any time in between. County tenants can make the move at no cost while keeping their current parking space at RHV. Phase 2 & 4 Highlights
- Runway 13L/31R will be completely closed.
- Access to runway 13R/31L will be limited and access routes will change based on the contractor's schedule. See the map below.

New Runup Area Activated
7/31/2024
Today, the Reid-Hillview air traffic control tower started directing traffic to the new runup area, located between taxiways M and P. Currently, when ground control is contacted, they are asking pilots if they would like to go to the runup pad. You can simplify that process by asking ground control to taxi to the runup. Once your runup is complete, you will need to contact ground control to request authorization to taxi to the runway.

July 15th was the start of construction for the Reid-Hillview Signage and Markings project. During the next few months, all of the pavement markings on the airport will be refreshed, all of the airfield signage will be replaced and new underground infrastructure will be installed for the runway and taxiway lighting system. The project has been divided into 5 phases with the following schedule. Please note that all dates are subject to change as the project progresses.
Phase 1 - July 15 to August 4
Phase 2 - August 5 to September 5
Phase 3 - August 23 to September 24
Phase 4 - August 5 to September 22
Phase 5 - August 21 to September 11
Phase 1 will have rolling closures on Taxiway Z for marking refresh and marking for a new runup area.
Phase 2 involved closing runway 13L/31R and taxiways B, C & D between 13L/31R and Taxiway Z. During phase 2 there will be no nighttime operations.
Phase 3 involved closing runway 13R/31L and taxiways B, C & D between 13R/31L and 13L/31R.
Phase 4 involves the full closure of taxiways A and E. During phase 4 there will be no nighttime
operations.
Phase 5 involves full closure of taxiway Y between A and E, and the closure of taxiways B, C & D between 13L/31R and taxiway Z.
To conform with current FAA guidance, all intersecting taxiways at the ends of a runway must have an alphabet and numerical number to identify them. In compliance with this guidance, taxiways A and E will get new identifiers.
- Taxiway A between runways 31R and 31L will become taxiway A1 .
- Taxiway A between taxiway Y and runway 31R will be divided into two separate taxiways and identified as Y1 and Y2.
- Taxiway E between 31R and 31L will become E1.
- Taxiway E between 31R and taxiway Y will become Y3.
- Taxiway E between taxiway Y and taxiway Z will become Z5.
- The old 31 runup will be divided into several holding bays with identifiers Z1, Z2, Z3 & Z4.
- The identifier for taxiways B, C & D will remain unchanged.
Green islands painted onto airport surfaces are frequently used to denote no-taxi islands and are a means to ensure aircraft movement about an airport meets current FAA guidance. This project utilizes several green islands to narrow taxilanes and to take some pavement out of service.
- Taxiways A and E will be narrowed with the use of green no-taxi islands.
- Taxiway C between Z and 13L/31R will be narrowed to eliminate the high-speed intersection and ensure all aircraft existing on the runway at C do so at an appropriate speed and travel in the correct direction.
- There is a no-taxi island at the end of taxilane M to ensure that aircraft cannot travel in a straight line from the parking ramp onto a runway.

As happens with many large, complex construction projects, our project has had a few delays which have resulted in changes to the initial construction calendar.
A lot of headway has been made on the changes at 31R and Taxiway A with the contractor expecting to complete the initial work there later this week. When that work is done, Taxiway A will be reopened and Taxiway E will be closed as the focus moves there. The current construction schedule shows Phase 2 and Phase 4 completion on September 30, 2024. We expect 13L/31R to remain closed for the duration of Phase 2 and Phase 4 work.
Following is the anticipated phasing schedule after extrapolating a Phase 2 and Phase 4 completion date of September 30, 2023.
Phase 3: October 1 to October 29
Phase 4: Ongoing, concurrent with Phase 2
Phase 5: October 30 to November 20
Taxiway A Closed

At 6:00 a.m. Wed. September 4, taxiway A will be closed for the remainder of the week and Taxiway Z will be closed between Taxilane U and Taxiway A. All other closures will remain the same.
Taxiway A Opened

We were able to open taxiway A for the Labor Day weekend starting at 5:00 p.m. on Friday, August 30th. Please note that the old runup pad is closed and delineated to avoid inadvertent aircraft entry. Also, note that taxiway Y is still closed and that the old taxiway A has been reduced in width. Many delineators are there to help guide you through the work zone. For the greatest safety, please taxi slowly through this area.

Special Note On Taxiway Z Closures for Friday, July 26, 2024

The work on Z referenced below was completed on Friday, July 26, 2024. All runways and taxiways were open and usable over the weekend.
07/25/24
On Friday, July 26, 2024, the contractor will complete substantial work on Taxiway Z.
Centerline restriping will require rolling taxiway Z closures as the contractor applies the paint and allows it to dry.
Pavement repair work will require the full-day closure of taxiway Z to thru traffic at the intersection of taxiway Z and A, B, D and E. The red bubble on the graphic below represents where taxiway Z will be closed to through traffic. Access to taxiway Y will be available via taxiways B, C, D and E.
We plan for taxiway Z to be fully opened by Saturday morning.

Phase 2 and Phase 4 are set to start Monday, August 5, 2024. Phase 2 requires the closure of runway 31R/13L for approximately 15 working days. During phase 2, all aircraft traffic will be limited to runway 13R/31L with access to the runway via taxiway A or taxiway E. There will be no midfield access available. 13R/31L will be closed at night so plan your flight accordingly.
Phase 4 requires the closure of taxiway A and taxiway E. To minimize the impact to airport operations, phase 4 is scheduled for nighttime work. However, there will be at least one or two days that A and E must be closed in conjunction with 13L/31R. Closure of A, E and 13L/31R will result in the airfield being closed to all aircraft during the day. The airfield closure date will be posted as soon as it is scheduled.
RHV tenants that need to fly during the nighttime closure should coordinate a temporary move of their aircraft to San Martin Airport. The move can be 1 day, for the entire nighttime closure duration, or any time in between.
